Understanding These Measures

FRL (Free/Reduced Lunch)

FRL eligibility is the most-used poverty proxy in US K-12 data. Students qualify based on household income — free lunch at 130% of the federal poverty level, reduced-price at 185%. Many schools at 40%+ FRL qualify for Title I school-wide program funding.

Title I

Title I of the Elementary and Secondary Education Act directs federal funds to schools serving high concentrations of low-income students. Funding supports supplemental instruction, professional development, and wraparound services.

Charter vs Magnet vs District

District schools are run by the local education agency. Charters are publicly funded but operate under independent contracts. Magnets are district-operated schools with a specialized theme open to students beyond their attendance zone.

South Dakota Accountability

Each US state runs its own ESSA-compliant accountability system. South Dakota's system (South Dakota Accountability) is what we surface in the Accountability & Performance panel above.
